Why can’t I get a number before the Assessment?

Because the price should reflect the actual problem, not a generic estimate. Two businesses in the same industry can have very different constraints — one might need a full website rebuild, another just needs inquiry routing fixed. The Assessment is what makes the number accurate instead of padded.
